However, there are still unanswered questions on who will be able to enter higher education in the future and what restrictions there will be on courses.<\/p>\n<p>In 2019, we outlined \u2018<a href=\"https:\/\/wonkhe.com\/blogs\/five-tests-for-augar\/\">five tests\u2019 for the review<\/a>\u00a0to make real improvements to higher education. We\u2019ve revisited these now against the government\u2019s response.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"field field--name-field-content-paragraph field--type-entity-reference-revisions field--label-hidden field__item contentMarker\" data-id=\"_-will-access-to-higher-education-improve\">\n<div class=\"paragraph paragraph--type--jump-heading paragraph--view-mode--articlelongreadcontent\">\n<div class=\"inner\">\n<h2 id=\"_-will-access-to-higher-education-improve\" class=\"field articlelongread-jump articlelongread-jump-link-destination field--name-field-title field--type-string field--label-hidden field__item\">1. Will access to higher education improve?<\/h2>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"field field--name-field-content-paragraph field--type-entity-reference-revisions field--label-hidden field__item contentMarkerSection__0\">\n<div class=\"paragraph paragraph--type--text paragraph--view-mode--articlelongreadcontent\">\n<div class=\"inner\">\n<div class=\"field field--name-field-content field--type-text-long field--label-hidden field__item\">\n<p>A new national state scholarship scheme will support disadvantaged students with their costs of living, which is positive. However, there is mixed news for lower-earning graduates. Lower interest rates on student loans will reduce the amount of debt, but they will start to pay back sooner and more in total. This is because of the lower repayment threshold and the repayment period being extended.<\/p>\n<p>How willing disadvantaged students are to go to university will depend on how they see these changes. It also depends on if they will use the lifelong loan entitlement, which will provide access to loans for four years of post-18 study to use over a lifetime.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"field field--name-field-content-paragraph field--type-entity-reference-revisions field--label-hidden field__item contentMarkerSection__0\">\n<div class=\"paragraph paragraph--type--pull-quote-float-right paragraph--view-mode--articlelongreadcontent\">\n<div class=\"inner quote_box\">\n<div class=\"field field--name-field-quote-plain field--type-string-long field--label-hidden field__item\">\n<p>Caps to student numbers in some courses could impact the most disadvantaged people in our society.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"field field--name-field-content-paragraph field--type-entity-reference-revisions field--label-hidden field__item contentMarkerSection__0 lastItemInSection\">\n<div class=\"paragraph paragraph--type--text paragraph--view-mode--articlelongreadcontent\">\n<div class=\"inner\">\n<div class=\"field field--name-field-content field--type-text-long field--label-hidden field__item\">\n<p>Areas under consultation in the government\u2019s response have the potential to harm access to higher education. Minimum eligibility requirements, if there is no alternative path later in life, will stop those who come from groups who don\u2019t normally go to university from accessing higher education. Caps to student numbers in some courses could impact the most disadvantaged people in our society. Possible changes to funding for\u00a0<a href=\"https:\/\/www.hepi.ac.uk\/2021\/05\/20\/the-case-for-putting-foundation-years-on-more-stable-ground\/\">foundation years<\/a>\u00a0could affect how likely disadvantaged and under-represented groups are to go to university, and how successful they are when they get there.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"field field--name-field-content-paragraph field--type-entity-reference-revisions field--label-hidden field__item contentMarker\" data-id=\"_-will-the-uk\u2019s-skills-gaps-be-addressed\">\n<div class=\"paragraph paragraph--type--jump-heading paragraph--view-mode--articlelongreadcontent\">\n<div class=\"inner\">\n<h2 id=\"_-will-the-uk\u2019s-skills-gaps-be-addressed\" class=\"field articlelongread-jump articlelongread-jump-link-destination field--name-field-title field--type-string field--label-hidden field__item\">2. Will the UK\u2019s skills gaps be addressed?<\/h2>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"field field--name-field-content-paragraph field--type-entity-reference-revisions field--label-hidden field__item contentMarkerSection__1 lastItemInSection\">\n<div class=\"paragraph paragraph--type--text paragraph--view-mode--articlelongreadcontent\">\n<div class=\"inner\">\n<div class=\"field field--name-field-content field--type-text-long field--label-hidden field__item\">\n<p>The UK needs a skills base with breadth and depth to respond to future unexpected challenges. HighHigher-levels are crucial as the UK\u2019s economy recovers from the pandemic, with 43% of employers surveyed by the <a href=\"https:\/\/www.cbi.org.uk\/media\/7020\/12684_tess_-survey_2021.pdf\">CBI<\/a> expecting an increased need for higher-level skills, and only 4% expecting a decrease.<\/p>\n<p>Giving people better access to financial support could help remove barriers to studying higher technical qualifications and this is a welcome move. A clear commitment to the lifelong loan entitlement could help sweep away barriers to retraining and upskilling.<\/p>\n<p>However, possible minimum eligibility requirements could make the shortage of skills in some areas, such as\u00a0<a href=\"https:\/\/wonkhe.com\/blogs\/the-impact-of-a-minimum-entry-requirement-for-access-to-student-finance\/\">education<\/a> and computer science, worse. Capping student numbers on some courses could limit the overall growth of higher-level skills, penalize students and employers alike, and be a short-sighted move.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"field field--name-field-content-paragraph field--type-entity-reference-revisions field--label-hidden field__item contentMarker\" data-id=\"_-will-the-quality-of-post-eighteen-education-be-sustained\">\n<div class=\"paragraph paragraph--type--jump-heading paragraph--view-mode--articlelongreadcontent\">\n<div class=\"inner\">\n<h2 id=\"_-will-the-quality-of-post-eighteen-education-be-sustained\" class=\"field articlelongread-jump articlelongread-jump-link-destination field--name-field-title field--type-string field--label-hidden field__item\">3. Will the quality of post-eighteen education be sustained?<\/h2>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"field field--name-field-content-paragraph field--type-entity-reference-revisions field--label-hidden field__item contentMarkerSection__2\">\n<div class=\"paragraph paragraph--type--text paragraph--view-mode--articlelongreadcontent\">\n<div class=\"inner\">\n<div class=\"field field--name-field-content field--type-text-long field--label-hidden field__item\">\n<p>Adequate funding is essential to keep the quality of higher education. We need well-funded universities to enhance student services, maintain facilities and provide a world-leading teaching experience.<\/p>\n<p>Freezing the fee cap at \u00a39,250 until 2024\u201325 will add significant pressure on universities to do more with less. Since 2012\u201313, there has been only one inflationary increase to the fee cap. The \u00a3900 million of new investment is positive but it does not make up for the \u00a32.2 billion in income universities lose from a freeze in the fee cap from 2022\u201323 to 2024\u201325. The fee cap has been frozen for eleven out of twelve years, and by 2024\u201325 will only be worth \u00a36,600 in 2012\u201313 prices.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"field field--name-field-content-paragraph field--type-entity-reference-revisions field--label-hidden field__item contentMarkerSection__2\">\n<div class=\"paragraph paragraph--type--pull-quote-float-right paragraph--view-mode--articlelongreadcontent\">\n<div class=\"inner quote_box\">\n<div class=\"field field--name-field-quote-plain field--type-string-long field--label-hidden field__item\">\n<p>The fee cap has been frozen for eleven out of twelve years, and by 2024\u201325 will only be worth \u00a36,600 in 2012\u201313 prices.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"field field--name-field-content-paragraph field--type-entity-reference-revisions field--label-hidden field__item contentMarkerSection__2 lastItemInSection\">\n<div class=\"paragraph paragraph--type--text paragraph--view-mode--articlelongreadcontent\">\n<div class=\"inner\">\n<div class=\"field field--name-field-content field--type-text-long field--label-hidden field__item\">\n<p>A continuing fall in income per student will take its toll on university finances and the student experience. There is a strong commitment from the sector to deliver\u00a0<a href=\"https:\/\/www.universitiesuk.ac.uk\/latest\/insights-and-analysis\/whats-degree-worth\">high value and h<\/a>igh-quality\u00a0courses, as well as ongoing\u00a0<a href=\"https:\/\/www.officeforstudents.org.uk\/publications\/consultations\/\">Office for Students<\/a>\u00a0consultations to regulate outcomes, so the proposal to introduce caps on student numbers in courses with \u2018poor outcomes\u2019 seems an unnecessary step.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"field field--name-field-content-paragraph field--type-entity-reference-revisions field--label-hidden field__item contentMarker\" data-id=\"_-will-the-response-help-the-uk\u2019s-universities-improve-quality-of-life-in-their-local-communities\">\n<div class=\"paragraph paragraph--type--jump-heading paragraph--view-mode--articlelongreadcontent\">\n<div class=\"inner\">\n<h2 id=\"_-will-the-response-help-the-uk\u2019s-universities-improve-quality-of-life-in-their-local-communities\" class=\"field articlelongread-jump articlelongread-jump-link-destination field--name-field-title field--type-string field--label-hidden field__item\">4. Will the response help the UK\u2019s universities improve the quality of life in their local communities?<\/h2>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"field field--name-field-content-paragraph field--type-entity-reference-revisions field--label-hidden field__item contentMarkerSection__3\">\n<div class=\"paragraph paragraph--type--text paragraph--view-mode--articlelongreadcontent\">\n<div class=\"inner\">\n<div class=\"field field--name-field-content field--type-text-long field--label-hidden field__item\">\n<p>The positive impact of universities is felt right across the UK, including regions in\u00a0<a href=\"https:\/\/www.universitiesuk.ac.uk\/what-we-do\/creating-voice-our-members\/media-releases\/huge-economic-contribution-universities\">England<\/a>. Figures show universities support jobs, including 32,000 jobs in the North East and 85,000 jobs in the South West. Universities contribute billions to local economies, including \u00a38.6 billion in the West Midlands to \u00a39.4 billion in the East of England. And universities have a crucial role to play to achieve the government\u2019s\u00a0<a href=\"https:\/\/www.universitiesuk.ac.uk\/latest\/news\/uuk-response-governments-levelling-white\">leveling up<\/a> ambitions and achieving net-zero.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"field field--name-field-content-paragraph field--type-entity-reference-revisions field--label-hidden field__item contentMarkerSection__3\">\n<div class=\"paragraph paragraph--type--pull-quote-float-right paragraph--view-mode--articlelongreadcontent\">\n<div class=\"inner quote_box\">\n<div class=\"field field--name-field-quote-plain field--type-string-long field--label-hidden field__item\">\n<p>The government\u2019s response does not help universities maximize their contribution to local communities.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"field field--name-field-content-paragraph field--type-entity-reference-revisions field--label-hidden field__item contentMarkerSection__3 lastItemInSection\">\n<div class=\"paragraph paragraph--type--text paragraph--view-mode--articlelongreadcontent\">\n<div class=\"inner\">\n<div class=\"field field--name-field-content field--type-text-long field--label-hidden field__item\">\n<p>The government\u2019s response does not help universities maximize their contribution to local communities. For example, a fee freeze will severely limit how much a university can afford to invest locally to <a href=\"https:\/\/www.universitiesuk.ac.uk\/latest\/insights-and-analysis\/how-are-universities-addressing-climate\">achieve n<\/a>et-zero. Introducing minimum eligibility requirements or capping student numbers on some courses could damage some parts of England. However, there is great potential in the <a href=\"https:\/\/www.universitiesuk.ac.uk\/sites\/default\/files\/field\/downloads\/2021-09\/our-principles-lifelong-loan-entitlement.pdf\">lifelong loan entitlement<\/a> to support upskilling to meet local workforce needs, if the eligibility criteria are wide enough.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"field field--name-field-content-paragraph field--type-entity-reference-revisions field--label-hidden field__item contentMarker\" data-id=\"_-will-students-have-greater-ownership-over-their-decisions-on-course-and-career-path\">\n<div class=\"paragraph paragraph--type--jump-heading paragraph--view-mode--articlelongreadcontent\">\n<div class=\"inner\">\n<h2 id=\"_-will-students-have-greater-ownership-over-their-decisions-on-course-and-career-path\" class=\"field articlelongread-jump articlelongread-jump-link-destination field--name-field-title field--type-string field--label-hidden field__item\">5. Will students have greater ownership over their decisions on course and career path?<\/h2>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"field field--name-field-content-paragraph field--type-entity-reference-revisions field--label-hidden field__item contentMarkerSection__4 lastItemInSection\">\n<div class=\"paragraph paragraph--type--text paragraph--view-mode--articlelongreadcontent\">\n<div class=\"inner\">\n<div class=\"field field--name-field-content field--type-text-long field--label-hidden field__item\">\n<p>The government\u2019s response keeps the fundamental features of the current system. It\u2019s a system that has been very successful in making sure all those who are qualified can go to university if they want to. The government\u2019s commitment to the lifelong loan entitlement, if put in place in the right way, will be the single biggest policy change to give students more flexibility over when they study and how they enter higher education from different pathways.<\/p>\n<p>The success of the entitlement will depend on how appealing it will be to potential students, and how well it works with other government policies, including policies across the devolved administrations. There would be no use in having a lifelong loan entitlement that you can\u2019t use because you can\u2019t study the course you want to. And what would caps on student numbers for some courses in England mean for the movement of students between the UK\u2019s nations?<\/p>\n<p>People will weigh up the costs and benefits when making decisions on what they study. The post-18 review highlighted that misperceptions of student debt are pervasive and how the student finance system is explained should be improved and updated.
